What device can diagnose my 2003 Honda Hobio?

I was badly in need of a diagnostic tool or scan tool for my 2003 Honda Hobio (running about 240,000). When you need something you may properly formulate a blueprint on your mind. I listed my requirements as below:

1 Most importantly can work on my Hobio (OBD2 connector)

2 Better Spanish available

3 Can be updated (It couldn’t be great if support online update)

4 Can work on my window XP machine

5 Supports Honda HDS OEM diagnoses

6 Cost-effective (<$80 cause I only have one vehicle)

I googled and yahooed to found there were lot of diagnostic tool recommendation for Honda vehicles e.g. Honda HDS etc. Then I searched some dealer online and was caught by the 63% Honda HDS obd2 diagnostic cable. I could help to click on the ads to see more details.

I checked my requirements. First of all, Honda HDS supports Honda vehicle from 1996 up to the newer years. It was compatible with Multilanguage and update online. HDS comes with OEM diagnostic software which can be installed on win xp operating system. What surprised me most was that it cost ONLY $24. Unbelievable. I would like to take a stab on this portable diagnostic single cable.
